Germany’s government has handed its intelligence agency, Bundesnachrichtendienst (BND), unprecedented powers to spy on citizens. The authorities also made data retention in Germany mandatory for a period of ten weeks. What’s more, Germany has worked hand in hand with the NSA to spy on citizens. For Germans who want to protect their online privacy, a Virtual Private Network (VPN) is the only solution.

Germany takes a harsh stance on copyright piracy. As such, it is dangerous for Germans to stream or download content online. For citizens who believe strongly in digital privacy and want to be able to do what they want online (without fear of being watched), a VPN is the perfect solution.

A VPN is also the best personal cybersecurity service available. You should always use a VPN when connecting to both home and public WiFi, particularly due to the Krack vulnerability.

German VPNs: FAQs

What Is a VPN for Germany?

A Virtual Private Network is an online service that allows you to pretend to be in a different country. As soon as you connect to a VPN server, it conceals your real IP address and you appear to be abroad (with a foreign IP address). The result is that censored or geographically-restricted content becomes available. For more information on this, look here.

Additionally, using VPN features to encrypt all of the internet traffic coming and going from your device results in digital privacy. This means no one can tell what you’re doing online. Encryption also provides security and stops hackers from accessing your web traffic (essential for both home and public WiFi).

Why Do I Need a VPN for Germany?

In recent years, Germany has granted its powerful intelligence agency, Bundesnachrichtendienst (BND), more and more power to spy on citizens. The country also made data retention mandatory for a period of ten weeks. Furthermore, Germany works hand in hand with the US NSA to spy on German citizens. Snooping on citizens has increased due to terrorist attacks in Germany. This has put digital privacy under serious threat. The German government also takes a strong line on copyright violations.

Without using VPN encryption, German citizens are constantly being watched and can’t feel safe to do what they want online.

Terror Attacks and Surveillance

Following the terror attacks in Munich and Ansbach in July 2016, the German parliament passed controversial legislation that allows the BND to snoop on foreign firms and people, without the need for a warrant.

The breadth of the extension of the BND’s power is extreme. After all, foreign people are not terrorists – and the legislation applies to all foreign people and firms. With that in mind, foreigners living in Germany or visiting are at even more risk than locals. Thus VPN encryption is highly advisable.

Censorship Issues in Germany

In Germany, while there is some censorship, it isn’t really a problem. For understandable reasons, pro-Nazi ideology, Holocaust denial, and all hate speech is illegal in Germany. Both Google and Internet Service Providers (ISPs) use keyword filtering to enforce that censorship.

Occasionally, however, the blocks can lead to unusual circumstances: such as the time when Wolfenstein 3D – a game that portrays Nazi soldiers – was blocked. With a VPN, citizens can freely access content that has accidentally been blocked (for being mislabeled as hateful content).

At BestVPN.com, we consider VPNs to be a force for good. We don’t condone or endorse the use of VPNs for hateful reasons or intimidation purposes.

YouTube Restrictions

German music fans also face a censorship problem. The nation’s performing rights organization,GEMA, has caused many music videos by international artists to be geographically restricted on YouTube. The reason? GEMA wishes to make Germans pay 12 cents every time they play certain videos. Google, which owns YouTube, feels this is unfair. As such, since March 2009, huge numbers of videos have been unavailable.

With a VPN for Germany, you can pretend to be in a neighboring country in order to unblock all of YouTube’s videos.

Government Surveillance in Germany

In 2013, Edward Snowden revealed the close relationship between Germany’s intelligence agency (BND) and its equivalents in the US and UK. Those intelligence agencies work together to snoop on their own and foreign countries. In fact, Snowden revealed that Germany was snooping not only on its own citizens for the NSA but also on those from other European nations.

Snowden’s revelations demonstrated the deep-seated cooperation between those allied nations. They serve as a stark reminder that Germans need to protect their online privacy from both their own government and those that their government is working with.

Unfortunately, since Snowden disclosed the truth about the surveillance of German citizens, Angela Merkel has awarded BND a further $133 million to improve its internet surveillance operations. With that in mind, it seems clear that nobody is going to protect German citizens’ privacy other than themselves (using a VPN).

Data Retention in Germany

In Germany, telecoms companies, internet firms, and ISPs must retain data for ten weeks. That’s a much shorter period of data retention time than places like France and the UK (12 months), and even Switzerland (six months).

Despite this, the law permits BND to legally access vast amounts of data during those ten weeks. ISPs store metadata and web browsing histories for just ten weeks on behalf of the government. However, once the government takes what it wants, it can keep it indefinitely and share it with its partners, including the NSA.

Are VPNs Legal in Germany?

Yes, it’s completely legal to use a VPN in Germany. However, the German government is strongly against any form of copyright violation. For people who intend to use a VPN for committing piracy, we warn you that this is against the law. To find out about using a VPN to pretend to be in a different country, look here.

BestVPN.com does not condone copyright infringement. While we are aware that VPNs can be used to spoof your location to another country, and thus overcome geo-restrictions, their primary purpose is to provide you with online security and privacy. First and foremost, this is why we recommend using a VPN.

Are VPNs Safe?

We’ve chosen the VPNs for Germany in this guide because they are at the top of the industry. They all provide watertight privacy policies and don’t ever retain usage logs. What’s more, they all provide military-grade encryption protocols that securely scramble all the data coming and going from your devices. This means that nobody – not ISPs, the government, intelligence agencies, landlords, workplaces, schools, or any other network administrator – can tell what you’re doing online.

Many VPNs provide outdated encryption and terrible privacy policies that allow them to sell data to third parties. Those VPNs wouldn’t be safe, but the ones in this guide are.

How to Choose a VPN to Use in Germany

When it comes to selecting a VPN for Germany, there are several considerations. First and foremost, the VPN must provide privacy and security. A VPN with poor privacy is like an umbrella that’s full of holes: useless. We’ve selected the VPNs in this guide because they’re reliable and trusted services that have excellent privacy policies and the very best VPN protocols for keeping your data private.

A useful VPN must also have plenty of servers located around the world. We’ve chosen all of the VPNs in this guide because they have large networks of servers spread around the globe. ExpressVPN, for example, has servers in 94 countries. You can pretend to be in any one of them.

Finally, for a VPN to allow you to do anything online that you might want to do, it has to provide fast speeds. The vast majority of VPNs on the market (there are over 850) provide sluggish speeds that are no good for streaming in HD, gaming, or any other data-intensive tasks. Our recommendations all have networks of lightning fast servers located all over the world. This means you can do anything you wish online using your VPN.

As a general rule of thumb we do not recommend free VPN services. This is because, more often that not, the services offered are not robust enough, or their privacy policies cannot be trusted. However, if you are set on trying a free VPN, we would urge you to check out our free VPN list, where all providers are trusted.

Getting the Most Out of a VPN for Germany

In order for a VPN for Germany to perform at its best, there are a few things that you can do…

Faster German VPNs

All of the VPNs in this article are fast. However, you’ll get better speeds by connecting to a server that is closer to you. Always connect to a server that’s as close to you as possible in the country you desire. For the US, for example, connect to a server on the east coast.

Best VPN Protocols for Germany

Tunneling protocols provide different levels of privacy and security. They also provide different speeds. The most secure protocol is OpenVPN. This kind of encryption comes in two varieties: OpenVPN Transmission Control Protocol (TCP) and OpenVPN User Datagram Protocol (UDP). For streaming, we recommend using OpenVPN UDP because it’s faster.

Other protocols include:

  • Point-to-Point Tunneling Protocol (PPTP) – this is fastest but doesn’t provide strong privacy.
  • Layer 2 Tunneling Protocol/Internet Protocol Security (L2TP/IPsec) – this is much more secure than PPTP and pretty good for streaming.
  • Secure Socket Tunneling Protocol (SSTP) – this is a secure and reasonably fast option for Windows machines.
  • Internet Key Exchange version 2 (IKEV2) – this is another secure form of VPN encryption that’s worth testing if your VPN provides it.

Overall, we recommend OpenVPN TCP (for maximum privacy) and UDP (for streaming), but you’re of course welcome to test out the others. For more details on VPN encryption, please look here.

VPNs for Wifi Privacy in Germany

When you connect to public WiFi, you open yourself up to the risk of being hacked. While connected to WiFi, anybody else on the WiFi network can easily access all the other users’ web traffic. This allows cybercriminals to steal people’s credentials, passwords, and bank details while on public WiFi.

The encryption that a VPN for Germany provides means that no matter what WiFi you connect to, your data is always scrambled and hackers get to see nothing!

iOS and Android VPNs for Germany

For anybody looking for a Germany VPN for mobile devices, the providers in this article are perfect. The VPNs in this guide all provide iOS VPN clients and Android VPN clients. VPN software may be installed and used on up to five devices simultaneously. ExpressVPN only permits three simultaneous connections – but that will still allow you to protect a PC or laptop, a tablet, and a smartphone.

Unblocking Zattoo with a VPN for Germany

For anybody wanting to unblock the free TV streaming service Zattoo, the VPNs in this guide will all work fine. Some people want a VPN to unblock the Swiss version of Zattoo from inside Germany (or any of the other regions, which include Spain, Denmark, France, and the UK). To do so, simply look in the server locations menu and connect to a VPN server in the country you require.

    According to the website
    https://www.expressvpn.com/tos
the laws of BVI are applied, so it seems in contradiction with your statement that ExpressVPN is based in Hongkong. Am I correct if I think that their data retention will be according to the laws of UK?

    1. Douglas Crawford कहते हैं:

      Hi Thomas,

Ray has clearly made a mistake in this article (now corrected). ExpressVPN is indeed based in the BVI. In a recent interview with ExpresVPN I asked about just this issue…

“(Me) ExpressVPN is incorporated in the British Virgin Islands (BVI). I understand that the legal situation is very murky (at best!), and that the BVI regulates its own internal affairs and has no mandatory data retention laws. But it is a British overseas territory and therefore operates under the jurisdiction and sovereignty of the UK government. It seems reasonable to me, then, to assume that the UK government, which is extremely hostile to privacy and is a key member of the NSA-led Five Eyes spying alliance, can put pressure on the BVI government and businesses. What are your thoughts on this?

(ExpressVPN) I would say the situation is very clear: Although BVI has the word “British” in it, the government of the BVI effectively operates with full sovereign powers and little oversight from the UK. BVI legislators are democratically elected by BVI citizens, and the judicial system is also independent from the UK.

Unlike many countries which infringe on individuals’ right to privacy, the BVI is an offshore jurisdiction renowned for data protection laws.

We carefully took our users’ privacy into consideration when we chose this jurisdiction.

There are no data retention laws in the BVI and for us to consider a court order legally binding, it would need to come from a BVI court. The British Virgin Islands don’t have any foreign intelligence operations and therefore are also not part of the Five Eyes spying alliance.

We also are aware of zero incidents of the UK government directly pressuring BVI companies to cough up data on their customers, as they simply lack jurisdiction for making such requests. A BVI company can produce records or evidence about its customers only if ordered to do so by the BVI High Court. And fortunately, because we don’t log or monitor traffic data on our VPN servers, we don’t possess information that would be useful for us to produce were such an order to be made.”

  2. jack Forester कहते हैं:

Please add Astrill on your list. It pretty works in Germany.

    1. Douglas Crawford कहते हैं:

      Hi jack,

Any half-way decent VPN should work just fine in Germany, but in our view Astrill is not a good enough service to make this list.
