  1. Why aren’t British people getting a VPN and not paying their TV licence fee and then just watch the TV output on their computer via the VPN link? Is there anyway they can be traced if they themselves are in the UK?

      Because at the moment there is no real point. Anyone with a legit UK IP can access iPlayer etc. without the need for a VPN, regardless of whether they have a TV license. In September it will become illegal to access iPlayer without a TV license, but how this will be enforced remains unclear (so using a VPN to hide your real IP might well be a good idea). Do note, however, that iPlayer is trying to block VPN users (although this ism only partially successful).
